Commercial Vendor Repair Program

SFM implemented the Commercial Vendor Repair Program (CVRP) in 1989, establishing competitive repair and service agreements or parts and labor agreements with commercial vendors statewide. These agreements establish competitive prices for preventive maintenance services, repair parts, and labor, with commercial repair shops in each city having a concentration of State vehicles. In FY03, SFM had more than 600 vendors in South Carolina covering all 46 counties. Many counties have several vendors, making it more convenient to obtain repairs or service. Agencies save an average of 13 percent on their repair bills by using CVRP.

CVRP Staff
James Allen (CVRP Procurement Specialist) -
James came to work with SFM in March 1981 and has had many responsibilities since then. He started as a Technician, but
began dividing his time between the CTMF and the CVRP. Now he runs the CVRP's Body Repair program, which oversees
the repair of some 500 vehicles a year. James also helped build the CVRP's expert staff by aiding in the selection of other
Procurement Specialists. James brings a wealth of knowledge and experience to the CVRP and is a tremendous asset to the program.

Keith Watts (CVRP Procurement Specialist) -
Keith was hired as Parts Clerk in the CTMF in 1987, but was moved to the CVRP in 1995 when the program needed a full-time
person to process call orders, code services and repairs, and initiate the billing process. Keith currently processes more than
28,000 invoices annually. His outstanding knowledge and abilities make him a tremendous asset to the program.

Joe Corley (CVRP Procurement Specialist) - Joe Corley joined the CVRP as a Procurement Specialist
in May 2004. He has experience in the auto body repair field as well as automotive electrical and technical work.

Marie Orris (CVRP Procurement Specialist) -
Marie has been with state government since 1985. She came to State Fleet Management in
May 2000 as an Accounts Payable Clerk. She joined the CVRP in May 2006 as a Fiscal Technician
in charge of the Electronic Document Management System (EDMS). She scans vendor invoices,
manufacturers' technical service bulletins, manufacturer recalls and other data into the EDMS. When
not at work, she spends most of her time with her grandchildren.

James (Randy) Brazell (CVRP Procurement Specialist) - Randy came to the CVRP in October 2004
from the Aeronautics Division of the SC Department of Commerce. He started with the Aeronautics
Commission in June 1986 as a shop technician, but quickly rose to become Shop Supervisor. In addition
to the wealth of practical experience he brings, he will soon complete his Associate's Degree in
Automotive Technology at Midlands Technical College.

Brandi Smith (CVRP Procurement Specialist) -
Brandi started with CVRP in August 2006. She graduated from Nashville Auto Diesel College with
an Associate's Degree in Automotive Technology. She also has Automotive Service Excellence
(ASE) certifications in brakes, steering and suspension, and heating and air conditioning. Brandi
continues the CVRP tradition of hiring technicians who possess vehicle knowledge that is creditable
and respected by mechanics in the field.
